 Good point about Steal (I forgot about it) and I had Saphire in mind, but Ice Bolt? The chance to freeze weapon is too small to be taken seriously into account.

Actually, the chance to freeze weapons is pretty good, definitely much better than freeze. I looked into it at one point and I think it's about 40% + 10% per 10 quanta. It's definitely better than the chance to freeze creatures (30% + 5% per 10 quanta).

it's 30% + 5% for each point of damage done.
