Updated the rules, standalone marks are banned. Also, in the future, you could consider them the same as pillars, unless specifically stated otherwise (for example, in this tournament all pillars but QP are banned, therefore all standalone marks are banned, as there is no 'Quantum Mark').

I know and I expect it to be banned as well. But just in case, i do not want to see the mark being played and then later claimed by the opponent it is allowed since it is mentioned all other cards are allowed except shards. This is just one of the loopholes I saw in the rules, and me posting here  is just to get any loophole out of the picture. isn't it better for me to post here, rather than during the tourny someone really do it, and cause the TO ruckus to decide the plan. it is painful to either player when the decision is announced. I am not saying it is someone tries to take advantage of the loophole, but it is possible they thought it is not a loophole and it is allowed. not many people know marks are considered pillar/pendulum of the element unless stated

Your deck must obey one of these rules:

    No more than 3 cards from an element.
    At least 3 cards from an element.

Does colorless cards (like Hammer, Shield, Short Sword ecc..) must as well obey one of these rules ?

Basically, you can do a more-concentrated rainbow with at least three cards of each kind, but, if you do that, all used non-pillar cards must have three or more copies. Oppositely, if you want a diverse-ish-ly rainbow, you could choose to use use three or less of cards, but all used non-pillar cards must have three or less copies.

This seems a bit misleading, surely I don't have to have at least 3 of the same card if I chose that rule? As long as it is at least 3 cards of the same elemtents that should be fine, even if it 3 different cards, right? The rules say one thing, but Q/A says another.

It's pretty difficult to test my deck, since it presumes opponent has no earthquakes, no rewinds etc. I will make much more decks just to fight against them. Any other ideas?

most participants in weekly tournies mainly speedbuild or don't bother playtesting however i am willing to act as somene to test your decks against but would also recommend not testing all decks against me to avoid hard countering

Sorry for the confusion. I don't even know how to modify the Q&A to match the original meaning of the rule, so it is removed for good. There is NO restriction on the number of the same card, but the number of cards in the same element, as in the way you have described. Sorry again for that silly n00bish Q&A (pun intended).

You can use the Trainer to test your decks. Just input an tournament-legal deck as AI3 then you can test with it.

Just a note - while the title says its an unupped tourney the rules don't. I assume it somehow got deleted from the standard rules and the T.O.'s aren't trying to fix the game for them to win and play upped decks while the rest of us waddle along with unupped ones.
