Nowhere does it say beyond 800. A non-valid opinion is always non-valid. If it changes no decks, it has no impact. There are rule changes that change the game, and there are cosmetic changes that don't actually change rules; they just make them look prettier. Since the intention was to allow 800 cost and under, the wording was edited to be more accurate along the lines of these intentions. A lot of the time rules are not 100% in line with what the originator of the idea had in mind. This happens a lot when there are several people organizing, since we don't share brains.
Save your breath for actual rule changes and don't call it something it isn't. I'm sick of people whining at volunteers when they're doing no work themselves.
