Do mark cards count as "other" or in-element ?
E.g. if I add a mark-of-light card to the deck, does that count towards the minimum 4 & total 12 cards ?

I don't think it'd be fair if they counted as other: it'd make mark of light allow you to break the 12 card cap effectively

4.1 - Pillars, Pendumlums and Standalone Mark cards
Every Pillars and Pendulums are always allowed in tournaments unless stated otherwise.
Standalone Mark cards belong to their element and is treat as the same as a Pillar for the purposes of official organized PvP unless stated otherwise.

Since nothing stated in the special rules for this tourney, I'm quite sure it counts as in-element cards.
