NOTE: people with less than 30 forum posts are not allowed to enter tournaments.

Shards and upgraded cards are not allowed.
Deck cost must be under 900 electrum.

Bans are made when a card unbalances the metagame to the degree where you have to use a certain strategy or counter it to be competitive. Poison is not unbalanced, nor is the deck type Speedpoison (it's not hard to stall or rush it).

Rules say "under", so no.

Now for an obvious note: if you use rares, you will use the price listed after this line; "Buying price with theoretical rare prices:"

the fact that all cards must be un-upgraded comes kinda obvious from the total price restriction of 900, a single upgrade would push it far beyond...

Doesn't matter. That line of text is in all unupgraded tourneys. Now, if you had been organizing tournaments for as long as I have, you'd know that there's no such thing as being too obvious. People are capable of missing anything and everything x)
