Special Rules
Upgraded cards are not allowed.
All decks must contain at least 6 copies of the 10 least used unupped non nymphs cards.
Decks must be able to use and must use at least one of the 6 copies.
The 10 most used non pillar cards are banned.

A: As long as you have a total of 6 or more of those cards in your deck, no.  You can get those 6 in any way you want.

Some of those numbers I would expect, like Steal being top nonpillar unupped, and Flooding being used so rarely.  But I'm really amazed how often people use Skeletons.

A bit concerned about cheating here. Can't really know if your opponent isn't carrying the cards or just isn't drawing them.
I sincerely hope people choose to be honorable about it, but it seems like an easy tourney to cheat in.

Ooh, good point.  Bans are easier to enforce than mandatory cards - especially since you're supposed to have a deck with six copies, and unless you play all six, your opponent can't know your deck actually had six.

Do the rules mean I can use any six of those cards in any combination?  For instance, I could use 6 silences; that seems clear to me.  Could I instead, however, use, say, 3 flooding and 3 trident for my six?

Stupid idea for a tourney.
1) too easy to cheat, and no way to verify
2) just uninteresting in general, same basic decks will be used

I do agree with others that it's a bit hard to enforce the rules though...I'm sure the TOs can make it work. Increasing either the number of required cards (10 copies instead of 6), or requiring that decks not be changed (iffy because of bad matchups) would increase the chance of seeing that they use the right cards.

Perhaps it would be more effective it if was the 20 least-used cards and ONLY those cards (+ pillars and pendulums) could be used.
