Are you sure about this?  The wiki (http://elementscommunity.org/wiki/cards-gravity/chimera-chimera/) says it's a creature and it has no spel- lightning-bolt-symbol (it has + | + for its power/health)

In many regards it behaves more like a spell but it would be odd for a Chimera creature targeted by reverse time to create a spell card.

Wow! Thank you very much! I was worried that I wasn't going to get a good sleep as I was planning to enter anyways because this is probably the best chance for me currently to win as I already constructed a deck for fun with similar rules applied.

Chimera is a creature and thus not allowed.

If it's not banned it's allowed. (so yes)

6 boneyards + 6 sparks + feral bond = 36 skeletons healing user ... I don't think author of tournament would want that to happen.

All PC is allowed, which is why most perms are allowed.

But still, we are playing without damaging spells and almost all creatures, so killing before this tactic starts healing by decent amount can be as hard as achieving this heal. And max 23 creatures only makes playing it easier, because you don't need to wait for all boneyards to play sparks and still be able to get max healing (which is 138 HP per turn with 6 feral bonds). By the way, most decks will probably have momentum, so I doubt shields damaging creatures will come to play.
