No, it's 40% of both elements, not 40% of the combined elements. At least 12 cards from Fire and at least 12 cards from Time.

I wish to yet again emphasize the DUO part. It means you can't throw in a third element into decks, not pillars, pends, no Discord Black Hole, nada. Other cards are not classified as any element though, and won't make your deck a trio by itself.
