Upgraded cards and shards are not allowed.
The only pillar allowed is Quantum Pillar.
Pendulums, Mark cards, Immolation, Nova, Soul Catcher, Earthquake and Black Hole are banned.

FAQ

Q: Why is Earthquake banned and not Trident?
A: Earthquake needlessly forces deckbuilding to centre around Earthquake and Enchant Artifact, whereas Trident is both slower and much easier to counter.

Q: Why are Mark cards banned? I wanna show off my 1337 skills, damn it!
A: Two reasons: conceptually they wouldn't fit with the theme, and balance-wise they would allow an undesired level of focus on one element.

Q: What about Amber Nymph? Aren't Black Holes on a stick disruptive to this tournament?
A: Amber Nymph is allowed. Good luck trying to get enough quanta to power it consistently, though
