im going to enjoy this, i see fractal spark bonewall/graveyard being overused, but the deck i think ill be using is an almost direct counter to that 
if supernovas were allowed id play fate egg though...

And Fate Egg? Isn't that too strong? I see it turning into dragons or medium sized creatures (4/4 - 6/6) more often than not.

Nope, definitely isn't. Taking a chance to get medium-sized critters has nothing on buffing small ones. Especially when it's easy to stall without momentum. But yes, you can make a deck that focuses on it. That's the point.

Does it matter? It's not a creature listed in the exception list, and all creatures except those are banned. So Otyugh isn't allowed either way.

Only creatures allowed are Gnome Rider, Dragonfly, Ash Eater, Skeleton, Photon, Spark, Graviton Mercenary, Fate Egg and Chimera.

For reference, no. The only direct CC are cards that must immediately target a creature to come into effect, and can be used with the sole purpose of disrupting their effectiveness immediately. As such, only spells are in this category.

While one may only use, for instance, a Lobotomizer to disrupt creature effectiveness, it is also a weapon. The card itself does not directly target a creature: its ability does.
