A: Your logic fails, if the upgrade doesn't abide by the required quanta cost it's banned.

DragonOTK is also a monoaether counter, & even -snovas will still fare well in absence of EQ/QS.

Looks like an awesome tourney, options using unupped cards to strengthen decks on cost over effect opens the door for some surprising choices.
