English is not my native language but if you write:
"All decks must contain at least 40% of one of the two Elements."
i understand that if put 70% of one of the two elements (fire) i am good

why don't you write: "All decks must contain at least 40% of each one of the two Elements"

That's okay, but this isn't a problem with English. It's a problem with percentages. 40+70=110.
Now, if I wrote that, people would start wondering what you can put to fill up the remaining 20%. It's evident from the fact that you can only make duo-decks that you have to fill it up according to the rules. As I said before, any formulation creates questions.

i never meant to put 40+70.. but 30+70
it was'nt so clear that the deck should contain 40% of BOTH elements since you wrote "40% of one of the two Elements"
as you can see 70% > 40% so a 70% + 30% would have met the requirements
anyway we are good...

Yeah, this should be worded better. Something like "Each deck must contain 40% of each element used" would be more clear.

I am pretty sure that the new ruling "All decks must contain at least 12 cards from both Elements." is not what you meant to be for this tournament.
Example : a 60 card deck could be composed by 48 fire cards  and 12 water cards making it 80% fire, 20% water

i really think that the only way to settle this is by saying:
"Each deck must contain at least 40% of each one of the two elements used"
"only two different elements and 'other' type of cards can be used"

Then you would be wrong. Go ahead and make a 60-card deck if you want.

What's the final word on Marks?  Can they be a third color, or do they have to belong to one of the two existing colors?

Okay. Let's stop arguing about the stupid 40% blahblah technicality issues and go on to some more realistic issues.

Out of the six pairs, the only pair that actually gives a decent deck, especially since this is a duo deck tourney, is Discord-Black Hole.

I suggest banning discord for a tourney like this. Duo decks are really fragile against discord, and along with Black Hole, this deck can counter most other decks quite easily.

If not banned, the tourney is basically going to be - competition where whoever brings out the discord earlier wins.




But then again, there are ways to counter discord.

1. Nova
2. Immolation



EDIT : Rather than banning a specific card, there are other ways. How about setting so that a player cannot use the same deck more than once in a round? (Rasta's suggestion)

I agree wholeheartedly with this suggestion, but even if you attempt to counter Discord/Blackhole, there's still a problem...
Immolation is fine, and doable, it seems like a reasonable tactic to me.
Nova however creates a problem.  What element is Nova?  Entropy.  What do you have to use Entropy with?  Entropy and Gravity. 
And what card combination fits this duo perfectly?  Discord and Blackhole. 
If there isn't a rule enforced to prevent such a tactic from being used uninhibited then this entire Tournament will become extremely monotone and burdensome.  Rasta's suggestion appears to be the most promising solution to this problem.
