So does that mean cards that turns into a card that is above 6 quanta is ok? like Graboid to shrieker and mummy to pharaoh?
Yes, both of those cases are fine.
Confirmed, when a card is turned into something else by another card or effect, then It is allowed, provided the changing card or effect does not break the first rule or is specifically banned or similar.
Reverse is allowed same is mummy. The fact that a mummy turns into a 9 cost pharaoh by reverse is game mechanics not rulebreaking. After all you didn't play a high cost card. All you did was playing low cost mummy and reverse and the mummy was changed. Theres a difference in placing a card in your deck and playing it as opposed to getting that card in game via mechanics.
Reasoning in the spoiler if someone needs it.
Let me show some hypothetical examples.
Example 1 "no airborne creatures" Thus if someone uses flying weapons or fate eggs or mutation cant be disqualified, because they didn't use an airborne creature. They used a card that wasn't airborne that just happened to get it.
Example 2 "no creature with higher than 4 attack can be used" Same reasoning applies here too, blessing or chaos power on a creature cannot make you or your opponent lose. The initial creature card is allowed and the buff card is allowed. And thus the combined outcome is allowed.
This third example is something you cannot circumvent
"No creature can have momentum. All cards able to cause, directly or indirectly, Momentum are banned." When versed like this, fate eggs and mutations etc are banned.
