Question: It is "one element only" but it is also "card that have no cost to play count as that element". Does that mean now that I can make a  fire mono and add  earthpillars that are no cost to play and then use lavagolems growth or does it mean that I am only allowed to consume quanta of one element?

You can´t add anymore more cards from a second element, even it doesn´t have a cost, but you can consume quanta from another element. Example, you can make a mono Entropy deck, with lycantrop, and novas, you can use 2 darkness from novas to activate lic skill.
