From wms in round topic:

Teams will create a post titled "Round 3 EC" in their private forums, and specify which player they're targeting, or choosing to opt out of the EC. This must be done by the end of Deckbuilding.

Until we decide otherwise we'll at least have a topic telling we opt not to use event card in case not having one results in a penalty :p
