I think the old SoR had two purposes: 1. to multiply the power of time creatures with abilities, 2. To provide a way for all other elements to pay for any creature ability no matter how expensive.
The new SoR only has the first purpose.
For the second purpose 4/3

+ card just doesn't seem like a good exchange for a free ability. Let's take Purple Nymph as an example. On the first use, you trade 3

for 4

. Now the enemy gets a chance to use CC. If he kills the nymph with 1 card, you've netted 1

-1 card. So you are gambling that whatever you cast SoR on will get to use its free ability at least twice, just to break even. But that's not even considering that Nymph + SoR is a 2-card combo. It doesn't seem viable to me. It would be better to just adjust your quanta balance so you were generating more

creatures should get to use their abilities once in the way that time creatures get to use their ability twice.
