With enough draw power, early game stalling, and a large enough quanta base, larger decks become feasible.
However, the Precogs aren't being used to their full potential in a >30 card deck. Yes, you still do get the hand reveal effect, but one the main draws (pardon the pun) of Precog is to thin your deck and artificially reduce the minimum deck size (for greater draw consistency), since it replaces itself with another card when played. Another option is to take Sundials instead of Precogs (optionally changing mark to Light and taking Time Towers instead of Time Pends, so that you take advantage of the extra draw power) so that you can get through rough patches in the early game. Also, Procrastination can be used to stall by effectively halving damage output from opposing creatures and shutting down creatures with threatening abilities.
