I'd assume yes.

My confusion and request for additional clarification stems from the inclusion of the words changed to RED above.  I've never referred or observed reference to a decks Mark as being a card.  (This is independent of the obviously known Mark Cards which are separately mentioned in the rule quoted here.)

Deck 1 would be illegal because it only uses 1 element, Deck 2 would be illegal due to having more than 2/3rd cards of a single element.
Deck 3 is legal: it has 2 Elements, only quanta cards from the other elements, and no more than 2/3rd of cards in a single deck.

Now, if I would have used a blessed wyrm deck twice earlier in the match, Deck 3 would be illegal, since I already used 2 light/air duo's in this match up.

So far as I currently understand the rules, I agree with your statements, td. I would also consider ANY mark choice for Deck #3 to remain legal and #1 and #2 to remain illegal.

Not sure if this is something to act upon or not, but their are still a number of players who lost during round 1 that did not post decks... Should there be some sort of penalty for this?

From the time of this post: If you do not post your decks by the end of the deadline (or immediately after your match if you need to play after the deadline), you will receive a loss in your match.

n00b never posted his decks because he never played his Bo5 out, seeming as how me and DM lost our Bo5 and an incident in his personal life occured we didn't think he needed to play it out against duece and we didnt think we would sub for him when the final result doesnt matter. But if we have to sub for him and play against Duece then post the decks we used for n00bs sake so we dont get another loss surely me or Dm will sub for him.
