Flying Weapon is almost always used with six copies of one weapon. If you're low on rares, and that seems to be the case, it's difficult to make a decent deck out of. But aside from that, the biggest problem I see is that you've diversified your quanta sources. You have both Quantum Pillars and light pillars/pendulums. What if you draw your Sanctuaries, but none of your Quantum Pillars? Or what if you draw your Light Pillars, but none of your Sanctuaries? These sorts of problems are inherent in any deck, but when you use diversified quanta sources (such as quantum pillars + light pillars/pendulums), the problems are exacerbated. I would remove 2 or 3 of the Sanctuaries, along with all the light pillars and light pendulums. Since you need 30 cards, I would add maybe 2 Quantum Pillars (for a total of 13 in a 35 card deck) and 2 low-cost cards from any of the other Elements aside from Light, Time, or Air. I would also replace the Turquoise Nymph, as it is too expensive of a card for a rainbow deck like yours.
From looking at it, it seems that it is severely underquantad. Have you been noticing this at all during your testing? When testing, it's good to keep an eye on when it plays things so that you can ensure for the fastest or most effective build possible.
17 quanta cards in a 40 card deck. That's normal, or even a bit high. The problem is that the wrong quanta cards were chosen.
