effect- as long as this permanent is out there is a 20%? chance that a destructive storm will come and damage every creature on the field.
upgraded effect has 30%? chance

lol nice job with these. they could be a series by themselves.
also, instead of relativistic, why not just relative?
and is the last one supposed to be chrono or chromo?
