I disagree with the OP

1.A decent IQ. I don't think that we would be able to measure their intelligence by comparing it to an "Intelligence Quotient", or a score on a human-oriented test.
2.Apposable thumbs/Sticky hands. Why would they need to physically grip things? What if they could push/pull buttons/levers with limbs or use telepathy? What if they don't have opposable thumbs or "sticky hands", but a more "advanced" form of gripping objects?
3.A way to move around. What if they're a very minimalistic species that consumes at the same rate as the local resources replenish and reproduces asexually or doesn't reproduce, just adapts at an organismic level and lives for a long time?
4.Be able to survive on the surface of the planet. Yes, on Earth human tools are mostly powered by heat, only because heat is the most easy-to-produce form of energy/light. You seriously assume way too much. It is not given that they live on a twin Earth, with the same environment we humans, or if they even need to be able to build a space ship (maybe they're able to travel through space w/o tools)...and why does a species have to be able to visit other planets to be considered "intelligent life"? We certainly can't visit other galaxies, does that mean we're stupid until we do?
5.Be of a decent size See 4.

They need only these things

1.They need to reproduce or way to evolve themselves in their live.
2. They must be inteligent
3. They need someway to manipulate with things
4. Communication

actually, all they need to do is to reproduce, everything else is secondary.

You mean, as a species, have the ability to adapt to their environment so that their species exists for an extended amount of time. If they can adapt at an organismic level and can live forever, then sexual reproduction is kinda irrelevant.

actually, it is impossible to live forever, so they would have to reproduce eventually.

Impossible =/= 1:1,000,000,000,000

Rework your math.

the probability of living forever is 1/infinity, as either time will go on forever, or the universe will end, and then it will be dead anyways.

Okay, what I mean is live as long as the human species has been in existence as if they have some sort of resilience to extinction.
Of course, what does resilience have to do with intelligent life?

absolutely nothing, that is why cockroaches are the most successful creatures in known existence.
