Generals shouldn't say that unless they performed their leadership duties. Have you talked to him about how to use this deck ? Gave him sample deck codes to field with scenarios ? Made him test it ? Strategists should make simple flow charts, or it should be provided by the general / team. Rutarete seems to have played this randomly without any guidance or prep talk. Otherwise you would be phrasing your complains differently.
