I'm really sorry about this - the vault tools were my responsibility, but without CuCN around to explain the way things work (he wrote the tools, I simply modified them as best as I could for this War), I came into managing them completely blind.
mathman and I have been doing everything we can to make sure everything runs smoothly from a technical standpoint, but neither of us are anywhere close to CuCN's level of gdoc knowledge. Despite putting extensive time into familiarizing ourselves with the tools before War started, we're still learning all the different ways the sheets work too (read: trying to keep our heads above water) and sometimes our lack of expertise leads to things like this.
My personal apologies to Entropy, and everyone else involved in War. The vault tool is designed to check decks as they're being built, but in this case (and in several others) it has failed to do so, due to my own inexperience. I hope you can all understand.
