2026 C.E.: Advances in modern technology allow scientists to modify human genes exactly as they want, with exactly the results they intended
2026 C.E.: English is established as a worldwide language. All countries now speak English except for Brasil
2027 C.E.: The company GeneStuff .inc begins marketing a series of products that change a customer’s gene structure permanently, to cause changes in appearance.
2027 C.E.: Scientists from around the world begin a project to permanently modify all human genes so humans could become stronger, prettier, faster, and more intelligent.
2028 C.E.: Scientists settle apon the idea of transmitting the genes through a virus.
2029 C.E.: During the last stages of testing, a scientist knocks over a vial of virus that had been decommissioned.
2029 C.E.: All efforts to contain the virus fail. The virus infects the populace.
2029 C.E.: Riots due to the spread of the virus topple world governments. Most people die when infected with the virus, although a few are improved.
2030 C.E.: The last of the world’s governments are dissolved, leaving the world in complete anarchy.
2031 C.E.: Death toll: 6.93 billion people are dead. 70 million people remain in the entire world.

A little disclaimer:
I am fully aware that some of the countries in the Industrial Powers where not "Poor" before the Apocalypse, but to resolve balancing issues, I just lumped them in there.
Industrial Powers countries have a steampunk feel, while countries in the Genetic Alliance have more of an "alien planet" feel (ever seen Avatar?) but they also have some steampunk inventions (see Nausicaa of the valley of wind)

Types of people:
Human (version two): this accounts for the majority of humans that survived the plague. While they appear human, they are usually stronger and more intelligent than ordinary humans were. (29/40 people)
Human (resistant version):This was the only other kind of "pure human" that survived the plague. They often aren't as intelligent of strong as the other races, but they have a ridiculous resistance to disease and poison. (2/40 people)
Furries: A variety of Human (version two) that also have some animal features. Not uncommon, but not easily findable either. (3/40 people)
Shifters: A variety of Human (version two) that can shift all of part of their body into different forms. A Shifter may have a Furry base form, and have a more apparent change after they shift. Quite rare.(1/40 people)
Mentals: A variety of human (version one or version resistant) that can control foreign substances with the power of their minds. Mentals cannot be Furries or Shifters. Quite rare in most locations, except for the Midwest. Nearly non-existent in the Industrial Powers. (1/40)
Cyborgs/Machinists: Humans (version two) who have machine parts, either because of choice or due to an accident. Cyborgs can only have machine appendages and organs, but Machinists are cyborgs with partly mechanical brains.Really rare in the Genetic Alliance, as they can simply regrow limbs, but not uncommon in the Industrial Powers. Appearance: Tall 5'11ft, 137 lbs, well muscled, tan skin.
Alignment: Industrial Powers
Backstory: His great grandfather was a naturalist exploring the rainforests of Ecuador before the Apocalypse. His Great-Great-Grandfather and his wife managed to survive the plague, but had no way to get back to the U.S. He later set up a village, which grew in size and now numbers 1200 people, making it a fairly large trade center, compared to most other villages. He was born 117 A.t.A. Has lived a pretty average life for a child in that village, and enjoyed chasing skirts and shooting cans just as much as any other boy, buy due to his intelligence he was recruited into the S.A. army as an engineer.
Equipment: Green shirt. Khaki pants. Large backpack full of mechanical equipment. Owns a old, modified Hopper Cl-1215, a rusty machine with a body and eight spindly legs, spider like in appearance. Normal Hoppers use the legs to hop long distances, but Temen modified his to be able to hover for short periods of time, but it does so quite erratically. Also carries what he calls a Zap-gun, a modified per-apocolypse machine gun that instead of shooting bullets, shoots tendrils of electricity, which it can do for ten minutes before needing a re-charge.
personality: Sarcastic and Cynical, Temen is outgoing and easily makes friends. He believes greatly in the superiority of the Industrial powers, and did not hesitate to join the army when asked.
Powers: None, but he is quite intelligent.

equipment: A jet-assisted glider, blue T-shirt, jeans. Carries a creature of his own design, the Fire-eel, a genetically modified eel that can survive extended periods outside of water that also can breath fire and be used as a blunt weapon when fully dried.
Backstory: Born 116 A.t.A. in the Midwestern Federation. Due to the fact that the Midwesterners had been genetically modifying plants for well over one hundred and fifty years, like most other children born in the Midwestern federation, he was injected with a mix of genes at birth, which later developed into telekinesis. He can now move objects with his mind and cause small fires, but it takes insane amounts of energy, and even if he doesn't use his powers, he still has to eat much more than a normal person. He joined the N.A. Alliance when he was 16, and recently finished his basic training. He is intelligent and very good at modifying DNA, but is hopelessly clueless with most machines, his glider being the one glaring exception to this.
Powers: Small amount of telekinesis.
Personality: Reserved and eccentric, Grenexus didn't make many friends, but those he did make were usually just as intelligent as him, and the friendship was reciprocal.

Backstory: Muse was born in European union in Netherlands. Ever since he was born, he was cursed with genetic disorder known as "MEM094-11". This disorder allowed him to alter people's memories with just touch of his hand. Unfortunately children with MEM094-11 in infant age can't control control this power, draining mother's memories hence the appellation "Thought Suckers". This was also Muse's life story, his mother shortly after birth had committed suicide. Then Muse in age 3 was diagnosed and his father sent him to mental military academy to get rid off him. Currently he studies, however even though he's still 11, his mental age is about 62. He's considerably schizophrenic

Powers: Mnemokinesis -  Can copy, steal, destroy, add memories. This requires Muse to put his hand on victim's head and then Muse must search victim's mind. Inspiring or messaging takes less than half second, Stealing simple memories takes 10 seconds, manipulating with complex memories is most complicated : 30 seconds - 7 minutes, varies by size, Muse can't just overwrite whole personality in 9 minutes that would take constant daily mnemokinesis. Victims are absolutely mentaly defenseless against mnemokinesis, but they can fight it physically if they punch Muse or pull-off their head. Mnemokinesis is very painful (except for sleeping and volunteers) so it can be used as weapon too.
He can use Mnemokinesis on himself as well.

Personality: Spiteful, sarcastic, caustic and crackpot

Well his ability is natural, but he needs to put hand on victim's head to manipulate memories. And if his ability improves he might be able to read mind (short-term memory) with 1 second delay just by looking, however he needs to be at least 10 feet near

Yes, but memory manipulating can be very painful ( If situation warrants, Muse can steal memory of sleeping without any pain)

Actually, I think that's the perfect balance. If he tries to steal the memory of anyone who isn't sleeping, then they scream loudly, he can still steal/modify the memory, but everyone knows he's doing it.

Back story: With Japan's wealth, they were among the first to have the genetics machines. Akikaze was a famous genetics researcher who was known for his very odd senses of morality; he never experimented   on animals because he thought it was cruel, so he chose human convicts instead. Since Akikaze was there at the very beginning of the genetics research, he is 100 years old, however, with the genetics he has managed to keep himself at the age of 20-ish. As Akikaze's family was very wealthy covering this information from the public was easy, until one of the 'discarded' experiments who was thought to be dead told the public of Akikaze, Akikaze then used nearly all his strength to fly across the north pacific and land in upper California.
Equipment: Cargo shorts and a sleeveless sweat shirt, he also has an advanced  version of a magnum handgun that is extremely light.
Powers: His arms's can shift into wings, though it is extraordinarily painful to do so.
Other: When the success of genetics research became apparent, Akikaze wanted to try fulfilling his own childish dreams of flight by testing wings, however, no matter what he did, the subjects were to heavy for flight, after many calculations he realized that with the weight of human bones flight was impossible, so he gave himself Osteogenesis imperfecta (Brittle Bone Disease), a long forgotten disease that had been cured, but using the sampled genes of subjects he still had in his lab, he realized that this would highly decrease the weight of his bones.
Personality: He has a childlike innocence of the world, but also a childlike mindset and logic.
