I have been a huge fan of the HERO system for ages.  I am a sucker for superheros, but it is the system's near-infinite flexibility that is its appeal.  However, HERO Games sold the Champions IP to Champions Online, and it seems like the system has been left to wither on the vine.  So I am looking for another good system to try.

I am hoping to find another system that has the flexibility of HERO.  I have tried other systems but found them lacking (DnD 2-4, White Wolf, Rifts, Paranoia [heh], Shadowrun).

Does anyone have any suggestions of good systems?  Let me know what you like and what you think makes it great.

I'm kind of a fan of the d20 system, but I agree it has many limitations, and even more annoying randomness. But there are variations or somewhat similar systems that are very well made, for example: the really outstanding ruleset of Kult.

BRP (Call of Cthulhu/RuneQuest) is pretty nice too.

Apart from these, I've been always fond of the Fallout S.P.E.C.I.A.L system, especially the Pen and Paper one.

GURPS? (Haven't tried it, though.)
My 3 game-modification principles:
1. If it ain't broke, don't wreck it.
2. Simple fixes for simple problems.
3. Remember to fill in the holes.

superhero stuff?  well you can do pretty much anything with BESM (Big Eyes Small Mouth) it is incredibly flexible, and very tongue in cheek by design.
Cartoon Action Hour is even more flexible when it comes to character design (theres a handy guide for custom designing your powers)
which White Wolf did you play?  i'm in a new world vampire game right now and finding it pretty enjoyable.

I played GURPS (fantasy) for years and I liked it for its versatility. It's a 3D6 game.
GURPS has a basic rule set and extentions for every genre out there, also GURPS Supers (http://www.sjgames.com/gurps/books/supers/).
You can stay with an easy basic set of rules or extend it whenever you feel a lack of depth.
Furthermore, it is easy to come up with your own house rules.
However. if your characters advance into the endgame a lot of skills are around 15-18. Everything becomes possible for the chars and you as the game master are hard pressed to increase the challenge.
