Anime Character Maker. This creator allows you to create all sorts of character images and is great for RPG profiles.
The creator, xdanod, allows you to use it as long as it's for a free project, so you can use it for your RPG charecters, forum avatars, and stories, but you should avoid using it for Elements card ideas unless you're not planning to submit those ideas to the Crucible.
You may use the results for free projects, but if it makes money/used commercially then no, you may not. I appreciate being credited, whether mentioned by name, email, or by website.
tektek.org - A Gaia avatar creator program that has tons of gear, clothing, and other items to a much greater extent than the Anime Character Maker. As a bonus, you can also change the layering of items.
Mecha Dress Up Game - A character maker, but WITH ROBOTS! Has a lot of options though and there are actually a lot of possibilities. If your Elements RP involves robots or mecha, this is the builder for you.
Heromachine 3 - Kind of complicated (and sometimes really laggy), but it's got a good variety of features similar to tektek. If you can figure it out it doesn't seem that bad.
