HB's do tend to play Dragons for TU, and if you draw an early Spectre it'll grow fast. 150 HP means an early grower is better than an early rushy creature like Graboid. That said, 2 isn't enough to consistently draw one in the starting hand over the span of hundreds or thousands of games, which is where we draw statistics from. 3 means your odds are good for the first 10 cards and 4 means your odds are good to get it in your starting hand.
That said, even with lower speed than it could have, I can tell from just a glance that this deck would work fine against HB's. Growers and PC are a win condition while the control just buys you time. Faster means less control is needed, but because HB's draw double when they have 2 cards or less in hand, control becomes a bit more attractive. Of course, as we already know from the HB study thread, speed still wins out in terms of gain/hour.
