User of sofo doesn't have gravy quanta and any way to get it+opponent doesn't use perms.

But depends how you want to define usable, really.

Still, being situational means it has to be planned for or built upon to work, where as SoFo can be tacked into anything.  Usually this is only noted when it is on the extreme, and for SoFo such is not.

Rage potion SoFo= useable even without gravy quanta.  Pandamonium can give it gpull, its usable :p
