Not bad. I'm running it with half upped (scorpions, eternities and animates aren't important), and the unupped heals have only costed me 1/10 matches.

I like it, it looks good; I say keep the cloaks, they serve their purpose well. Though from your comments in the OP it seems you want more stalling - so I recommend a shield like Fog, Dusk, Permafrost, or Skull. I'd suggest Turtle, but :time is heavy in the deck already, and Dusk makes :darkness too heavy.  Skull is cheap enough that I think it can work; Also, if you do add a shield (or 2 (+) for drawing chance,) but don't want to take anything out, 31 or 32 cards seems fine for this deck to me. If I were to take something out for 2 shields, I'd take out 1 Animate weapon and an Eternity. It lightens the load on :time quanta. With 7 time towers, the most you can (most of the time) use all 3 eternities's ability is once every 3 turns. So taking 1 out doesn't actually hurt that much.
I think turtle could work, :time isn't that heavy actually..
