Did you know that lots of dry cells form arctic dragons via a fractal process ? 

This deck is not super-efficient, just a little fun way to make use of the new Dry-Spell card:

Strategy:

• Aflatoxin a damselfly on your side and whatever the opponent plays on the other side ASAP
• Play a skull shield to ptotect yourself from opponent cells and turn other critters into skeletons,
  heal with the Feral bonds
• When both fields are flooded with cells and you have the ingredients, play the combo:
  Dry Spell + Arctic-dragon + fractal => many dragons + sky-blitz

Hm.. if you want it to be more effective, this calls for Fractal Condors. Also enables OTK. First time I consider upgrading Vultures to be vital, heh.

I tried with vulture, its harder to play it because you need to have them on the board before you let the cells flood it, so you need to fractal early, then use Dry Spell. Its actually better to use Dessication for Vulture, that way you don't worry about your side of the field and anyway you don't need the water quanta. But then it becomes very much like fire-cells.

Just throwing, what about (opponent field full of cells) => Boneyard => Fractal Vulture => Firestrom => Dry Spell => Blitz => Chimera or something like that?

That's a bit too complicated combo, but adding a Chimera is a good idea to deal with enemy shields, and replacing the Skull shield with a bone-wall just before using Dry Spell is also a cool trick.

I have updated the OP with the optimized version -- slim down the fat, added a bone-wall and a chimera for finish. I just beat some half-bloods with it
