This does not seem like much, but it surprisingly works.  Ill go through the deck now.
1) Quanta- Obviously, there will be bad draws.  But typically the sheer number of quantam pillers makes it so you have 2-5 at start- and even if you dont, you draw them quickly enough.  So this is not a huge problem, though a good hand can give you a good chance of winning. 
2) Stalling- shields, sundials.  Gives you 6X1 plus 4X3 turns, so 18 turns of stalling.  Note: Only use when needed, or else this deck will fail. Of course, this does not involve weapons.... so...
3) PC-  SoF is as good as always:)  (Note: that morning star always kills this deck :)  )
4) Drawing- This deck would suck if you had to wait 60 turns to get things out.  However, sundials plus precog work well.  I use precog over electrum hourglasses for quanta management, especially cause SoSe can produce time things.  About sundials- I prefer to only use when needed to stop damage, but some users use them just for card drawing.  Just a offense/defense preference, I guess.
5) Damage.  Obviously, you rely on SoSe to produce damage.  However, typically with the drawing this deck has you get a mitosis at some point, which can greatly increase your damage.  Tears is there because a nymph late in the game, especially with excess of quanta can prove amazing- especially if its a light/gravity one or a purple/earth one which can easily turn the tide of the battle (free heal plus CC).
6)CC- besides what you get from SeSe, only fire storm.  Why did I chose this?  there are a lot of really weak creatures, especially in rushes.  This clears them out.  Especially usefull against Ai ( maybe).
7) Void- Sure does good in a stall- even if you only get 1 in 15 turns thats basically 30 dmg off what u need too do- also a counter to PDials.

I definitely need improvements and suggestions!  So feel free to comment on ANYTHING (im not the greatest deck builder).  Thank you!

Unless I've always thought about it wrong isn't precog essentially a waste of space in a >30 card deck? If you took them out you'd draw the cards that precog lets you draw anyway without the need for the time quanta.

there are a bunch of cards in this deck that'll benefit from seeing the opponents hand (SoF, fire storm, sundial, phase shield..)

then again, hourglasses would probably do better.
I don't think those SoV will help a lot; you probably only draw 1-2, not too early,
and without mark of :darkness , you probably wont lower hp much more than 20.
if you have it, replace NT with a queen; potential nymph spam will really improve this deck.
be quick- time is quanta.

I would replace the SoV with with 2 bonewalls and 2 hourglasses.

Precog, is as dragton said, just a way to see opponent hand as well as drawing cards for a small amount of quanta.  About hourglasses: I feel that they might be a good addition, more of a good thing than a quanta strain.  Combine that with precog being, well, like tsumji said a sort of waster of space, i will replace 2 precog with hourglasses.  Meanwhile, I need something for the void, as I just realized I do not have the dark mark.  Nightmare, maybe?  Or cloak?  I was also thinking about maybe some vandium wardens for more stall or even some big damage doers like dragons.  Another idea is purify... for now this is my deck.   Btw, I dont like the idea of bone walls- I already have 4 shields.  Then again, it is death, and death quanta is not used in this deck...

NOTE: Im liking the idea of wardens, and purify is good for countering PDials in PVP.  I wonder how well this would fare against Ai4 or 5?
Note2:  I might add a mindgate or 2- really good except im always short on aether and nothing else:(.    Mindgate= more creatures, though
