This ruling goes for all games played with an illegal deck:

The game is ruled a win for the player who didn't use the illegal deck. No elements are considered 'used' for this game.

Edit: Also, when using "Other" cards in a deck is it required to be the "minimum 4 if used" per 2. Deckbuilding's 4th line "If you use an element there must be at least 4 non-Pillar/Pendulum cards included in the deck."?

Yes, this is for both players. It counts as basically a free win for the player who didn't use an illegal deck.
(if both players use an illegal deck, then you would just rematch like that game never happened.

When using 'Other' cards, you do not need to use a minimum of 4, since it's not an element.

For the rules about nymphs and marks (2 of each mark, 3 of each nymph), are we counting both upped and unupped forms together or separately?  i.e. is the following deck legal, assuming the elements are available?
