Question: do we even need to have qualifications for the event? Why not allow (almost) anyone to join? I wouldn't mind a 40-player event; in fact, I think it would be more epic that way.
Of course, if you don't want to risk that a strong player would be eliminated in the first round, you could have some sort of bye system for the very best of the best.
depends on the interpretation, the WC starts exactly when another WC ends. has the way for anyone is to achieve the minimum requirements.
also if open to anyone freely we will have players without compromissed as we can see in in the war
