I say 'one strike and you're out' because one thing happens and you're immediately punished, regardless of circumstances. That's why I proposed everybody gets something like 1 penalty free drop per 6 month period. This will give people with legitimate reasons (death in the family, lost job, hit by bus, etc.) a chance to withdraw while still punishing the undesired behavior (people who just join all kinds of events then quit).
Doesn't really matter why you quit, it's the same amount of work and disruption.  Line up a replacement and inform the organizer you must leave and I'm 99% sure you won't need to worry about a Parasite.  Vanish and try asking for clemency after the fact (no matter what reason you give) and your pleas will likely fall on deaf ears.
The reason I don't like this system at all is that it catches innocent people in the attempt to punish the guilty parties. Did you give any consideration to my suggestion?

I don't know how bad of a shape you think the community is in, but I think we are honest enough about the reason(s) for quitting events, and such, this is a lot of work to ban a few "guilty", and lots of innocents

Perhaps for a month or so, but with the current system I'll be gone for 6.
The cap is 3 Parasites.  A player can never get more than 3 total at 1 time, therefore the longest possible ban is 3 months.

Instead of basing things off of pure speculation, how about we wait and see how this affects things, yes?  If the whole forum goes to hell shortly after the change starts then we can all take our hats off and worship you as our leader.  Otherwise, just go with it.

I thought Forum/Chat ban could be for "repeat offenders".  But I've never read what it takes to get a Forum/Chat ban.

EDIT:

I like this system.  Even if you must quit for a legit reason, it isn't that long of a ban.

Example:

You lose internet during Eastern Tournament, you can not join the next one.

You lose internet during War, someone subs for you or you team takes a lose.

before this, you'll see in the rules that mentioned those who quit etc will get a warning but in actuality no action was taken
(hope what i'm gonna say after this doesnt break any forum rules)
there wasnt any record at all to even log offenders
and people knew about this so they just dont care
as both a participant and organizer, it is frustrating to see an event where everyone just up and leave left and right AND jumps right into the next one
surely innocent bystanders will get caught in the line of fire but 1 month ban on event should clear your schedule for the next batch of events
but for repeat offenders (and believe me, there are a lot of them) this implementation will have a much, much bigger impact on them

That is up to each individual organizer to decide in a Tournament.  For an Event with multiple days per round at least a computer crash would not be something you could use as an excuse and hope to avoid consequences.
