Amazing idea! Not only does it skip the derpy server problem but also has a focus on deckbuilding which isn't influenced a lot by RNG.
When this gets real (guess it could get started as soon as the rules are set, since everything else is on a standstill due to server derpyness), please send me a PM so I won't be too late when signing up =)

As for deckbuilding rules, you could actually take any event and turn it into a Computer Simulation event. Like: "The CS Grid" or "The Xeno Grid". Same as "The Grid" but instead of duelling, xenosim will be used. I'd really love that!
However, since you wanted each round to have new rules, you can either pick a new even to steal the idea from each round, or use a unique one. To fit the theme, something which reminds one of "In your face, RNG!" would be perfect. My event idea: Screw you RNG! comes to my mind there =)

A few ideas of some rounds are here:

Round: Selection
 - The organizer will post like 3 quite strong fully upped decks.
 - Each participant will send in one deck prior to the deadline.
 - The [insert random number] participants which have summed up the highest winning chance advance.

Round: Screw you RNG!
 - Stolen from Screw you RNG!
 - Players get matched up in pairs.
 - Each participant recieves a randomly generated Deck (which only includes Xenosim legal cards). This deck is visible by all.
 - Each participant can add up to 6 cards to the Deck. That can be any combination from any Xenosim legal cards. Picking another Mark costs 1 card.
 - Each participant can remove any ammount of cards from that deck (down to 30).
 - This deck will be sent to the organizer with the tag: "Defending Deck".
 - Each paritcipant will also build an "Attacking deck" which may or may not have any deckbuilding restrictions. This will also be sent to the organizer with the according tag.
 - The organizer will then simulate 2 matches: Attacking Deck from A vs. Defending Deck from B and Attacking Deck from B vs. Defending deck from A. The one who has the summed up bigger winning chance wins the matchup.

Round: Dog Pit of CS
 - Stolen from Dog Pit.
 - Participants are matched up in pairs.
 - Each participant will send in a puppy with 60 HP, all other stats are ignored.
 - When both sent in the puppy, they will be visible to both participants.
 - Each participant will then use the puppy's HP to build a deck which fights against the matched up opponent. Highest winning chance wins.

Round: Guess the chance
 - Participants are matched up in trios.
 - Each participant recieves a randomly generated deck. (visible to all)
 - Each participant will send in an edited version of the deck (add 6 cards, remove any ammount of cards, mark change costs 1 card)
 - Each participant will also send in a guess how well his edited deck does against the other two edited decks (which you don't know at this point). The guess must be higher than or equal 30%.
 - The one who has summed up the highest difference is out.

Round: Gank (probably final round due to lots of work)
 - The community will send in a bunch of deck (each person can only send in one deck) and decide on 10 decks which seem like most fun and not easily countered.
 - Each participant will send in 2 decks, each deck assigned to 5 of the 10 decks picked by the community.
 - The [insert random number] participants one who have the summed up highest winning chance advance.

Since EtG v1.4 is being developed and needs new NPCs, it would be cool if the wining deck for each round of the event gets an NPC made in its honor.

What browser is going to be used to run the simulations? I'm currently getting quite different results depending on whether I use Chrome or Firefox.

Running the Steam Machine deck from Round 1 against the Titan deck, Chrome is giving the Steam Machines a winrate of 45% while Firefox gets about 66%. I ran over 10,000 tests so I don't think that's just a strange result. Firefox also gave the Steam Machines an EM rate of 31% which seems far too high.

On round 1's deckbuilding rules: Maximum 4 of non-pillar/pend cards means at most 4 copies of each non-pillar/pend card or at most 4 different non-pillar/pend cards (that can have at most 6 copies each)?

For example:
-Can I add dragons from 5 different elements?
-Can I add 5 rustlers?
Every time a graboid evolves, an elemental gets his wings.
