Hmm. Yes I remember this card. It definitely had its share of issues. Deck discarding can be a powerful thing.
That said, I think it could also be a very neat addition to the game since it enhances the underused deck-out win condition. Balancing will be tricky though.
The card shown in the link is a weapon. It was in element with adrena, so that was part of the issue.
This card is under time. Time currently lacks either a means of providing +att or multi attack. Thus the need to use multiple elements and multi card combos should help in balancing it.

If not for SoP, fractal would be a non issue since each one would still require a means to generate damage. This is the same reason that fracta-dune scorp decks would be difficult.
SoP could definitely be an issue there. However, if the opponent employs shields, it will give them at least a couple turns to prepare a counter.
I suggest making them 0|1 creatures (at least unupped) that would keep pace with scorpions.
Finally, the fractal issue won't be too bad if they have a moderate to high casting cost. So you do have a balancing mechanism available there.
