No, not buff SoV-- replace SoV. If we make this card balanced or average in terms of strength, then it is likely superior to SoV; hence there is no reason to use SoV over this. Alternatively, if it is around the same strength as SoV, then it has the same problem where it is relatively weak.

This won't replace SoV. Cards that reduce maximum hp have natural synergy with each other, so the best use of this card would be together with SoV. Likewise, one of the best uses for SoV would be together with this card. SoV would be getting a "buff" since it's getting another card to work together with.
