Probably not the most powerful card, and not sure if it's been suggested before...

:gravity or :time
-Permanent-
Your Pendulums no longer swing. Instead they stay on the Element (of the two) that you have the least amount of quanta.

The cost would be 1 :gravity, 1 :time, or 1 :rainbow

I'd spend more time on the wording, but I'm not making the card.

Yeah, that was the main problem with this idea. Without testing it would be hard to determine whether it would be useful or not.

It may need a secondary - always beneficial - effect, like Sanctuary. But I don't want to just slap some healing on it and call it good.

I do not think a second idea would be wise. Usually those distract from the quanta mechanic.
