I think copying a permanent would be best and more flexible since you can copy your own permanents too. Should cost half as steal imo.

Perhaps an area of effect Permanent that, when in play, gives you access to all opposing Permanents and their abilities?

Perhaps sweeten the deal by making it so that you can change targets turn by turn(make it an ability rather than a spell)?

After my recent time idea, I had a thought for 2 other ideas. The first is a clockwork creature, that gets stronger then generates another and resets.

The second idea is an infinity loop. With this idea a certain condition will need to have been met in order for a permanent named Infinity Loop to appear. This will cause each turn after it came into play to repeat. This means both players have 1 chance to get rid of it. This is another "Oh No!" card like Singularity.
If Nowhere is Somewhere, and Somewhere is Over there, How can we be Anywhere?

They Enter play as 1|1s.
At the end of each player's turn there is a clock advancement and a stat increase starting with defense. The visual part is the clock will go from 12 to 1 o'clock, and the creature will gain +0|+1. When it goes to 2 o'clock at the end of opponent's turn, it gains +1|+0. This alternating stat increase will end when clock returns to 12,  and 2 1|1s will take its place.

BB will trigger the 2 1|1s or anything that pushes creature at or over either of the end cycle stats, (I think 6|6 for unupped).
Rewind will simply return or keep creature to/at 1|1(set clock back to 12.) This will not trigger the 2 1|1s.
