I'm thinking it's sort of a damaging sandstorm kind of effect.
It could be more damage than that, but let's not go for the 'double damage' thing. That's been done before.
How about:
: Deal 1 damage to target. Repeatable.
Air has quite a few CC-centric cards, so why not make a Rustler-type creature for offense?
and that wouldn't be OP?
