The elements world is consistent of many aspects. Nature. Weather. Magic. Yet what holds these aspects together is absent, causing a direct link to everything to become absent. With it, the twelve original elements were born out of the aspects of the world that became severed from each other.
Much time has passed since the elements have been on their own and they have grown much stronger and independent ever since. As a result, the material items belonging to each element shows its significance to its element in an obvious way: by containing the magic related to their element, known as quanta. Beings have utilized this form of magic and modified them to control parts of each element, thus "taming" the element. Once one did it, another did. Then another. The chain reaction set forth, making what we know today as Elementals: Beings who have become so aligned with their possessions, they have become one with their possessions. Since this day, Elementals used their powers for their own needs and living in everyday life. However, some Elementals have abused their power, and used it for evil purposes. One such Elemental used her powers to harm the others and gain their powers. She is modernly known as Jezebel and with her, others such as Hermes and Decay have abused their power and have become the most powerful through means of absorbing the powers of the other Elementals. They think themselves supreme and have been named "False Gods". Since then, Elementals have learned to fight with their powers in an effort of self defense. Due to this, the False Gods made a Sport out of Dueling the other Elementals. They have simply called this Elements, based on the many aspects of their world.
Dueling has made each element stronger. So strong that some aspects of each element rely on the aspects of another element and with this, cards made of both elements appeared. One day, a fellow elemental Who goes by the name Zanzarino decides to force the strength of one of the twelve elements on to another. No mere mortal or false God holds yet the power to combine two elements and as a result, his efforts backfired. The day which he had tried to inply the effects of gravity on to Aether has ended up producing a new substance. A dark green substance whose only purpose was to seek order on everything and limit the powers of their ways. Due to its commanding nature, this substance was called law.
Law seeks to destroy all chaos. Law seeks to equalize power and give power to those who don't have. Law seeks to reign the ultimate element and destroy those who don't comply. Law is power.

Spoiler for Background:

The government of all things physical and aesthetic is called Law. Law controls all of the other elements excluding Entropy, for Entropy is an uncontrollable element. Law has many great advantages but due to natural control and need for more balance, comes with many great disadvantages. Most of the cards that seem powerful at first comes with a disadvantage when realized. Some more obvious than others.

Also, entropy also follows the laws. It pretty much has a law defining it.

Other than that, would this just be a 'classic' element, with the quanta?
Will it make nova and immolation stronger, while making quantum pillars weaker?
and can black hole drain up to 39 quanta?

And then, law should stop people from fighting each other, though defending should still be possible.
Thus,  I'd suggest changing 'no form of PC towards weapons'
to  'no form of PC towards shields'.

There is no individual 'Control' alchemy card that the Nymph appears to use. You may want to add one.
