I pay for it, I could just pay for the cards which I would put into play for half the price at their full price. This card's expense is so great that it practically makes playing it an act of kindness towards your opponent, since (as I read it) the cost drop benefits them too. I recognize that the first one states that the price of drawn cards is reduced, but in 2|3 turns, even if someone has the right cards to ensure that they draw 8 or 9 cards, their opponent can reap the benefits as well, making the trade-off of halving the price vs. saving the 15 quanta to be able to play those cards at full price not very high, especially since there is a substantially limited amount of cards that allow you to draw more cards; in fact, the only multi-draw card there is is SoB, and even that gives your opponent the effects of the benefit. The other thing to take into consideration is that to really reap the benefits of this card substantially, you would have to pack a deck with tons of draw mechanisms, and draw mechanisms generally aren't high in cost (Precog is 2, Hourglass is 4, SoB is 2, Sundial is a 1

ability), narrowing the chances of getting your heavy hitter out there in time to deal damage before the opponent takes advantage of the benefits of quicker play and the half-cost of the cards that they draw.
