Compare to Blessing: +3/+3 for one card and three/two quanta. Therefore, +1/+1 is worth a bit more than one/0.67 quanta. It's worth noting that -1/-1 is more powerful than +1/+1, since -1 HP can kill creatures and +1 HP can't. Still, once you get into -1/-1 or -2/-2 it quickly becomes not even worth putting in your deck, since it does so little it's not worth playing a card that has such a small effect.
Increase the magnitude of the effect. Maybe -3/-3 for 3 quanta unupped and -4/-4 for 3 quanta upped? It would be easier to balance if you let the attack and defense boosts not be the same, I think.
Also, the name has absolutely nothing to do with the effect.
