Isn't it somewhat oxymoronic for a shield to remove momentum when creatures/weapons with momentum will go right through it? 
The notion of proportionate defense is interesting.

So...your shield removes momentum from the attacking creatures, except for the ones with momentum who ignore shield effects?  Sounds like a pretty useful shield, sign me up!

I highly doubt that's what he means. Read his description again:

Block 1/4 damage of each creature, remove momentum at the end of each turn.

Note that the 'removes momentum' clause is after the 'each creature' clause. This implies that it removes momentum from all creatures at the end of every turn. It acts as a passive ability on an artifact would.

Even so, it is an effect of a shield, and momentum ignores shield effects.  Either momentum would have to be reworded, or I'm pretty sure that effect would be ignored.
