see those are towers and are random. they still use the tower mechanic. these are different. its stable, not random, and they dont stack at all.

yeah. they are similar. and the quanta split is pretty well established at this point. I used it for that reason, though I guess you could move them around a bit, these work.

I like the idea of the stability, over randomness. for balancing and dependability. Do you think these should have a cost? say 1-2, with the upped being free?

If it'll generate quanta when played [upgraded] it should still have a cost.  I'd actually place it at 3 :underworld or 6 :rainbow for the unupped as it is a non-random production that also as quantity.  Upped would then be 2 :underworld or 4 :rainbow.
