Knife 4 dammage      Dagger 6 dammage             (cost: 4  :darkness for both)
and both they have 40% chance to attack one of the opponent's creatures instead.

Make it deal less damage to the creatures, 40% chance for 6 damage to a random creature per turn is pretty powerful, and it would cost way too much for a 6-attack dagger. Balance it to Owl's Eye.

Otherwise, give it a quanta upkeep like flooding has.

for example let it drain one darkness quanta per turn?

Looks real big strong to me. A passive permanent CC.
What is the cost you're planning to give to the knife/dagger?

Both 4 darkness i think
But it's not stronger as eagle's eye eagle's eye snipes for 3 dammage each turn and this weapon has 40% chance to deal 4/6 dammage to one of the opponents creatures and it doesn't deal dammage to opponents hp that turn

I'dd say that a weapon that attacks creatures at random is ok. But if you could remove the randomness and changed it into a weapon that dammages both a creature and a player, it would be better i think. of course we'll still need a downside to the card then. Instead of de randomness, you could interduce a life draining-system: you lose life equal to the dammaged creature health or something like that.
