4 cost -> 16 damage? This could be very OP early game. I think it could cost a little more. Also, I think this steals a little too much thunder from gravity.

I think the cost is fine enough. UG is 5 cost -> 20 damage, which has same ratio to this. Plus UG damages creature, this prevents 11 or little more damage.
But I agree with you with the last comment.

Fractal isnt a particularly fast card. All though I am concerned with the fact that GP can only be on one creature at a time, and that GP belongs in gravity.
