that is the basis of it...it feeds on the time it exists
alternate ideas or things to tie in
make it a 0/LargeNumber that gets +1/-1 per turn
add in a 1

/turn upkeep and reduce it's casting to just one Time quanta
make it a 3/3 or some such with:
-a standard "pay quanta for +x/+x"
-+1/+1 when ever you draw a card
make it n/1+n where n= either your time quanta/10 or the number of cards in your hand

THE GOAL: Give Time a middle range creature [that isnt rare].Yeah, they have a buncha creatures, but I was looking for something to make a more solid mono-time...maybe it just isnt
