i like how you're trying to do the blue trio thing, but adding silence to hand every 3 turns is kinda unnecessary

by discard, you mean destroy right?

yes destroy, and you only get the silences when you destroy the card

it is a lockdown card, it is powerful... maybe it should have a cumulative upkeep, of X  , where X is the number of counters

Hmm, the silence part seems a little odd and out of place.
Plastering a creature or permanent makes decent sense, but why the silence?
I would think having spam a bunch of freezes would fit better than creating a bunch of silence cards.

It makes for a good lockdown... I'll give you that, but I'm not sure how you can justify the effect thematically.

its very quiet.

for one, most things are still hiding or burrowed from the snow. second, snow is a natural sound dampener. it absorbs sound.
