In a way though, it kinda feels like time flux does interfere with the hand.. *shrug* It's a grey area really, so I think it's up to interpretation. If you want to interpret it as not being effected by sanctuary, then that's how it'll be I guess ^_^ I just generally like the idea of designed cards having synergy with other cards, even if the effect is generally negative. Having new strategies and gameplay quirks makes things interesting.
As for the whole secondary cancelling effect. For the same reason as I'd like this card to interact with sanctuary, I'd like it to interact with other cancelling cards. Really, it only adds to the cards possibilities, especially if other card cancelling cards were added.

How do you feel about that? With this wording, if a Time flux is cancelled by another time flux or just discarded in general, it generates quanta. It's like a small bonus if you're silenced or otherwise forced to discard.
